Full Members
- Full members are corporations or individuals licensed to operate district heating and cooling systems under the Heat Service Law, as well as organizations to which such corporations or individuals belong.

Associate Members
- Associate members are entities wishing to obtain licensing to operate district heating and cooling systems under the Heat Service Law, as well as entities supporting the objectives of Japan Heat Supply Business Association and willing to assist in its work.
